The Air Force Civilian Service (AFCS) is looking for an Aircraft Quality Assurance Inspector (GS-1910-11) to join the team at the 12th Maintenance Group, Joint Base San Antonio – Randolph! In this position, you would provide oversight of aircraft/equipment maintenance through highly technical aircraft, egress, fuel, electro-environmental, avionics, pneudraulic, supply and aerospace group equipment inspections.
One of the main responsibilities is creating and negotiating contracts with vendors and service providers. This includes defining terms, pricing, delivery schedules, and performance expectations.
The officer oversees the procurement process for aircraft parts, systems, and services. This involves evaluating bids, selecting vendors, and ensuring value for money.
Ensuring that all contracts comply with aviation laws, government regulations, and organizational policies is essential. Accuracy and attention to detail are crucial in this area.
Maintaining strong relationships with suppliers and contractors helps ensure smooth operations and timely delivery of services.
Identifying potential risks in contracts and taking steps to minimize them is a key part of the role. This includes financial risks, legal risks, and operational challenges.

This position is a term appointment. Term appointments are made for more than one year (366 days or longer), but less than four years with the eligibility to be extended as needed. Term Federal employees are covered by the Federal retirement system (FERS), the Federal Employees Group Life Insurance program, and the Federal Employees Health Benefit program. Term employees may also participate in the Thrift Savings Plan.
GS-11 Salary Range for JBSA-Randolph: $73,591 – $95,655

DUTIES AND RESPONSIBILITIES
– Establishes and executes a planned systematic approach of quality assurance for all areas of aircraft maintenance, designed to provide the maintenance managers confidence that aircraft, aircraft systems conform to technical, safety, workload and customer requirements.
– Serves as the Quality Assurance Specialist (QAS) for the planning, implementation and execution of a quality assurance program that includes the full range of quality principles, concepts, inspection techniques, surveillance and evaluations related to quality assurance functional programs of all assigned aircraft, aircraft components, and associated systems.
– Utilizes data collection techniques and procedures for evaluation, inspection, and audit programs, evaluates the results and determines the appropriate and effective method and format for presentation to higher-level management.
– Utilizes a comprehensive knowledge and ability to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications, Occupational Safety and Health Administration (OSHA), environmental standards, public law, and locally developed policy.
– Manages and administers various quality assurance programs. Administers unit aircraft weight and balance program and performs weight and balance computations and inputs into the integrated database.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA’s)
– Comprehensive knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques of assigned aeronautical systems and equipment.
– Ability to conduct technical reviews, analyze findings and develop recommendations for corrections or improvements in the quality assurance program.
– Skill to plan and conduct studies, analyze performance and quality data and to develop sound recommendations for correction of quality system deficiencies.
